| Title: The Land Use Act, 1978 And Grant Of Right Of Occupancy In Nigeria Author: Samuel Acheneje Agada Abstract: On 28th March 1978, by Decree No. 6 of 1978, the On 28th March 1978, by Decree No. 6 of 1978, the Land Use Decree now Act, was promulgated into law. The circumstances of the enactment were simply controversial. It thus caused uproar and controversies in the land and till date, it has most of the time been eliciting negative comments and the summary of the contention of learned writers is a call for not just a review of the Act but an outright abrogation of same. Viewed from the background of the importance of land to man, having no substitutes, the call is understandable. This article explores the complex interplay between cyber-stalking laws and the protection of freedom of speech under international human rights frameworks. By examining comparative legal approaches across jurisdictions and case law developments, the article critically analyzes whether existing legal mechanisms adequately address cyber-stalking without disproportionately infringing on legitimate expression. It also investigates the doctrinal challenges courts face in distinguishing between harmful conduct and protected speech.
