The relationship between the strategic plan’s objectives and employee’s behavior was conceptualized generally as depicted in Figure 1. A relationship exists where the causal factor that is, the strategic plan objectives affect the teachers’ behavior. There are several moderating factors that may affect the employees’ behavior, some of which are internal and external to the individual and to the organization. However, this study did not consider the effect of the intervening variables also called confounding variable. This study assumed that these factors remained constant during the period of the study. Title: The Learner and What He Learns: Implication for Curriculum Implementation Author: Marilyn U. Ochoma (PhD) & Ekpo E. Ekpo Abstract: ... The place of the learner is very significant in the curriculum process, be it at the planning or implementation stage. The behaviour of the learner for whom the curriculum is planned and implemented, changes as a result of what he learns. Attempt was made in this paper to examine the concept of learning and holds that learning is a relatively permanent change in behaviour as a result of experience or practice. Four major issues about the learning process were x-rayed – relatively permanent change; change in behavior potentially; reinforcement; and experience or practice. The nature of the learner and his learning style are portrayed as being of vital importance to the learning process. The fact that the learner does not learn in the first instance because of the content itself, but learns because the teacher has learnt to make the content inviting, was emphasised. Factors such as motivation, learning environment, relevance of the material to be learnt, etc. were presented as factors that can influence what the learner learns. It was pointed out that in in order to know the extent to which the learner learns, the teacher needs to carry out evaluation, using one evaluation tool or the other. Some Implications of the learner and what he learns to curriculum implementation were highlighted. It was concluded that the learner is the product of what he is exposed to - learning experiences and content. The learning experiences and content hence should be relevant to the extent that they meet the learner’s needs alongside the needs of the society. One of the recommendations made is that teachers should endeavour to know their learners - nature, learning style, needs, what motivates each learner, etc., so that they can impact learning in the learner. Title: Population Database Utilization Strategy in Public Service by Users in Indonesia Author: Zerfi Huri Abstract: ... This research focuses on effectiveness, efficiency and population database utilization strategy in public service by user institutions. The populations of this study are 32 (thirty-two) user institutions. It means all population is being use as sample. The study observes that the effectiveness and efficiency in using population database has significant correlation with the improvement of public services. Effectiveness in utilizing population database (X1) contributed 14.8%, while the efficiency in utilizing population database (X2) contributed 13,9% to variable quality of public serves (Y) respectively. It means that the more effective and efficient population database utilization, the higher improvement of public service quality. In line with the utilization of population database as mention above, it has found strategy formulation or “Mode” in improving quality of public service.
