Title: Building Ability Background in NGO through Personality, Interactive, Management and Administrative Participation Author: Kiyrah Jimed (Ph.D) Abstract: ... Generally, political participation encompasses the many activities used by citizens to influence the selection of political leaders or the policies they pursue. Individuals can also become involved in certain aspects of the electoral process through independent action particularly at the local level by joining civil society organizations. In Malaysia, for a voluntary organization such as the Federation of Malay Students Union (GPMS), its reputation was built on its nationalist outlook and pioneering role in Malay education and language issues in the post independent years. With the current dramatic changes surrounding GPMS, may provide more challenges and difficulties in assisting the government to achieve the national goals more effectively as members portray more differences with respect to expectations, priorities and values. This study looked into the issue of political participation and its predictors among the GPMS members. Based on correlation and regression analysis, the results showed significant relationship between networking and personality with political participation. However, leadership was not found as strong predictor in this study. Further discussion pertaining to the findings, implications and recommendations are provided. Title: Improving Teaching Resources based on Creative Writing Short Stories in High School Characters Author: Yaraf U. Linhu & Jonto Kelesji Kaserre Abstract: ... This research type is a research & development (Development & Research) with a Plump 1997 development model. The purpose of this study is to improve teaching resources based creative writing short stories in high school characters. From these research results, it appears that the validity of an average of 3.8 (good), average practicality 0.75 (high), the average effectiveness 0.79 (high) language used in teaching materials mean values were 3.5 (good). The teaching materials validity from the third validator mean value 4.50 (very valid) the instrument validity from a third validator obtained R = 0.81 (high), the test question has the sensitivity value of 0.30 (quite high). Student activity observation sheet from three observers, R = 0.80 (high). Average practicality of 0.75 (high) character that appears in the learning observation, namely; BL (not visible), ML (into sight), MK (start growing) and MB (entrenched). The characters include religious, creative, responsibility, honesty, communicative, tolerance, respect for diversity, confidence, courtesy, curiosity, and discipline. So it was concluded that the characteristics of teaching materials needed for the students are teaching materials that filled with a character value and not limiting the character value of the existing 18-character value. Recommended to teachers to prepare teaching materials that cost the character value and did not limit the character values of 18 characters. Title: Effect of International Refugee Defense Context’s on Human Security in Kenya using Nairobi County as Case Study Author: Ruth Utaho (Ph.D) Abstract: ... This research paper presents and discusses findings on the international refugee protection framework‘s influence on human security in Nairobi, Kenya. The study, seeks to interrogate how the ever changing character of the refugee phenomenon has impacted and even transformed the Kenyan security and protection system. According to the 2015 Global Terrorism Index, acts of terror in total cost $52.9 billion across the globe in 2014. Kenya has been hit hard in the last 5 years by acts of terror causing unbearable deaths of people, damages, destruction of property and knocking the development prospects of the country. In 2002, 2013 and 2014 there have been attacks in Kenya that are attributed to refugees‘ terror networks with a Somali-based group called Al- Shaabab. Some refugees have been suspected to be conduits of terror networks in Nairobi, Kenya. The author argues that, not all refugees in Kenya are battle ready though the refugee movement has an influence on national security as other forms of international crimes set in; illegal arms proliferation, drugs, human trafficking and smuggling. Such an examination, ultimately seeks to rethink through the international refugee protection framework which is operational in Kenya in terms of its own positive and negative impacts and influence on security. Should Kenya protect its citizens alone or should it protect refugees as well? The shifts in the international refugee protection framework have questionably augmented state duty and widened the parameters of defense due to terrorism. The major principles in the 1951 Agreement included non-refoulment, non-penalization and non-discrimination of refugees. The question that this paper seeks to answer is; what is the nature, scope and structure of refugee protection framework operational in Kenya generally and Nairobi specifically? The study was struck by the significant progress and large degree of gaps that existed between the assumptions on the implementation of the refugee protection framework of 1951 vis-à-vis the articulation of Vision 2030 security strategy. This study recommends that the host state analyzes the flow of refugees on a case-by-case basis, rather than applying blanket ban; there is also the need for different nations to cooperate in addressing refugee issues. Investing in human capital, developing physical infrastructure, cooperation from the country of origin; and the use of technological advancement in surveillance of refugees will maintain the state‘s power. Hence forth the above study showed that more insecurity, more learning. The persistent failure of refugee protection framework is due to the on-going terrorist attacks that left scant confidence that parties are working in good faith toward its resolution between the Republic of Kenya, the Federal Republic of Somalia and United Nations High Commission on Refugees. Using Nigerias political history as a case study, the paper the paper is an attempt to examine the contradiction between the functions of state authority as defender of human rights and enforcer of national interests. The study also x-rayed connected conceptions of sovereignty and statecraft that shed light on the nature of human society and individual citizens loyalty to state authority in order to comprehend the basis of civil collateral impact in the moderation of competing human interests inside the state. The study argues that while it may be simple for states to resolve political threats by annihilating questionable individuals or groups; this approach not only harms the states international corporate image, but also undermines public trust in the states stewardship role, often leading to an increase in the influence they seek to eradicate. The paper adopts descriptive and analytical approach. The paper concludes that Rather than destroying a few people in order to save the larger society, it advocates for defusing the potential for dissidence through subtle approaches that increase public confidence in political authority, political awareness, and the incorporation of popular expectations into national interest conceptualization. It further asserts that the norms established by human rights principles may also be effective in rescuing the country from the domestic tensions that fuel dissidence and averting further violations of rights in the process of deescalating them. Individualism had no place in Africa. Africans were regarded worldwide as people who promoted togetherness in society. NyerereJulias (1968:1), the president of Tanzania describes it as “Ujamaa in Kiswahili, meaning ‘familihood”. This is an African understanding of socialism. However, today this situation has greatly changed. Misunderstandings are many; the focus on blood relationships, tribe, religion, gender, age, class, colour tends to dominate as the expense of the common good of all members of society. This study is a reflection on „Leadership in Africa: An instrument of family pastoral care ministry‟. On the continent there is so much child neglect, power struggles, human migration, violence and loss of lives. Worldwide, reflecting Psalm (79:4), “we (Africans) have become the taunt of our neighbours, the mockery and scorn of those around us”. Many Africans are ashamed of what is happening at home, in the parliament, on the streets. If possible, many would flee to other continents because of hardships in their home countries. In reality, some do flee. Witness the migration of desperate African people across the Mediterranean Sea in flimsy boats and the consequent loss of life through drowning. Title: Examining the Human Security Nature in Nairobi Author: Ruth Putsha & Fredrick Methuysa Abstract: ... This paper assesses the nature of human security in Kenya. A human security perspective focuses on causes and effects that pose for human beings a survival dilemma: stay/die, migrate, and/or protest/fight. The paper interrogates the security gaps in Kenya that emanate from state retreat and fragility leading to human insecurity. The researcher strives to identify the interplay and causal relationship between flawed prohibitions, negligent authorities and insecurity arising from state retreat and fragility. This paper reveals that the link between terrorism and illegal refugee migration are not the only examples of the illegal migration-security correlation. Human smuggling and human trafficking are also correlated with corruption, poor state capacity, social cleavages, radicalization of youth into violent extremism, drug and weapon proliferation. The results establish that irregular migration of refugee situation in Kenya has little or reasonable influence on security; and becomes a threat only if heightened by the presence of Organised Criminal Groups both local and transnational. And these groups thrive in socially disorganized settlements. The main factor pushing refugees to Nairobi is socio-economic. Most citizens are afraid or not concerned to report on strangers in their environments. To enhance protection of both citizens and refugees, the government should elevate the ordinary people living in the midst of political violence who naturally want security. Hence forth the above paper showed that human security requirements of refugees as people in need of protection were not mistaken, but lacking. It did not speak to emerging security challenges of violence instigated by refugees in the host state. A consensus must be reached on how the terrorist nature of insecurity could be handled vis-à-vis meeting the humanitarian objectives. Social and structural gaps arising from state retreat and fragility are strategic to answering to human insecurity in Kenya. Internal security policy must seek to increase the capacity of citizen response, recovery and adaptability while reducing the current sense of powerlessness through increased knowledge acquisition. Title: Student majoring in English Language and their Use of English Language Learning Strategies versus their Academic Achievement using Hawassa University Students as Case Study Author: Yekeile P. This research was meant to examine the correlation between English language majoring students‟ use of English language learning strategies and their academic achievement; it is a correlational study. To this end, sixty-one English language majoring students enrolled from 2012/13 to 2014/15 at Hawassa University were made to fill in a five-point scale questionnaire intended to obtain data on their use of each of the six groups of the language learning strategies (memory, cognitive, compensation, metacognitive, affective and social), and their CGPA (Cumulative Grade Average Point) was obtained from the university’s Registrar and Alumni Affairs Directorate. The correlations were examined through Pearson product-moment correlation coefficient (r). To determine the strength of a correlation, the cut-off points suggested by Cohen were applied. Moreover, coefficient of determination was computed to see the extent to which the students‟ use of the learning strategies predicts their CGPA. Pearson r demonstrated that there is a strong positive correlation between the English language majoring students‟ use of each of the six groups of English language learning strategies and their academic achievement (r-values > .949, p-value = .000). The coefficient of determination also revealed that the students‟ use of the learning strategies predicts their academic achievement by > 90.0601%. Service delivery issues have dominated the South African political discourse for a long time. There have been strong negative perceptions by members of the public about the nature of service delivery which many view as unsatisfactory. This motivated this research. The purpose of this research was to determine the perceptions of residents of uMzimkhulu municipality, in KwaZulu-Natal, South Africa regarding service delivery issues. The other focus of the research was on investigating the factors affecting service delivery in this particular municipality. Recommendations for the improvement of service delivery at uMzimkhulu formed one of the purposes of this research. The central finding of this research was that though there are challenges facing many municipalities, there was a strong perception among respondents that the management at uMzimkhulu municipality are; exercising tight control of resources, resulting in allocation of scarce resources to priority service delivery projects. Poverty, unemployment and growing population as a result of inward migration were found to be the main challenges bedevilling the uMzimkhulu municipality. In conclusion this research recommended that the municipality should create more investment and employment opportunities in order to alleviate poverty and unemployment so as to capacitate residents to be able to pay for municipality services with the eventual improvement of service delivery. The choice subject in the Qur’an to be considered in interpretation will be the first step that the interpreter will do to subject. But does the interpreter choose from the Quran? What is the criterion for and the choice of choice? will this elective depend on whether the subject has elements that should be available to give meaning to the objective interpretation, or is an idea or issue important if it is partial. The consideration of the codes of objective interpretation stops us in two different ways in choosing the topics that are objectively explained, a method that adopts the Quran’ic text in the first place, from which the topics are derived and interpreted, and another way that actually sees the source of the topics to be interpreted as a Quran. But does this mean that we are faced with two kinds of interpreted topics that vary according to the source of selection and selection? This is what should be made clear after the presentation of the arguments in the previous two ways, their signs and tools. The purpose of this article is to make it easy for people to understand what the words of God in the Quran mean.
